An interesting comment, and if you'll indulge me...
I'd argue that "measured in innocent blood," just war at times might even cost more than genocide-a question of scale, perhaps.
But of course if one considers a war "just", there are clearly additional measures to be taken. And while you know I'm not a big fan of getting shot at, I do believe there are things worth fighting for.
